Fairbanks Borough Mayor proposes to temporary ban large data center permits

The Fairbanks North Star Borough Mayor Grier Hopkins proposed a moratorium that would temporarily stop land-use permits for large-scale data centers. The language of the moratorium would give the borough a chance to review potential impacts from data centers.

A “Large-Scale” definition is “an aggregate peak electrical demand of five megawatts (5 MW) or greater,” or more than 50,000 square foot of data center operations or on-site electricity generation capacity of 5 MW or greater.

As interest in AI data centers grows, there have been many questions about them and this proposed moratorium would allow the Fairbanks North Star Borough to examine regulations for data centers concerning issues like power demand, water use, noise and air quality.

The proposal was scheduled for consideration by the Borough Assembly, with a proposed referral to the Planning Commission. Under that process, the commission would have 90 days to return a recommendation.
